Effective November 7, 2026
Flanker Logistics Solutions, LLC ("Flanker", "we") is a federally licensed property broker (FMCSA MC 01583328, USDOT 4133546) and a TSA-approved Indirect Air Carrier at 800 SE 4th Avenue, Suite 702, Hallandale Beach, FL 33009. We arrange ground, air, ocean and parcel transportation for business customers. This page explains how we screen customers, shipments and payments against sanctions, which countries we do not serve, and which goods we do not ship or ship only with written approval. Our terms and conditions and air freight terms apply to every shipment.
Sanctions and anti-money laundering
Flanker is not a bank, a money services business or a payment processor. We do not hold funds for third parties and we accept payment only for invoices we have issued for our own services. Even so, we will not be used, knowingly or through negligence, to move goods or money for sanctioned persons, into or out of embargoed territories, or in furtherance of money laundering, terrorist financing, fraud or the evasion of export controls.
The lists we screen against
- The OFAC Specially Designated Nationals and Blocked Persons List and the OFAC Consolidated Sanctions List of the United States Treasury, including aliases.
- For international shipments, the United States Consolidated Screening List, which adds the Commerce Department's Entity List, Denied Persons List, Unverified List and Military End-User List and the State Department's lists.
- The United Nations Security Council Consolidated List.
- The UK Sanctions List maintained by the Foreign, Commonwealth and Development Office and applied by HM Treasury's Office of Financial Sanctions Implementation.
- The European Union Consolidated List of persons, groups and entities subject to EU financial sanctions.
The lists are taken from their official sources and refreshed as they are published.
Who is screened and when
Every customer, under its legal and trade names, together with its principals and representatives; every billing and operations contact; every shipper and consignee, by name, address and country; every carrier, airline, forwarder, courier and vendor; and every person approved to pay through our pay portal. Screening happens before the first shipment is booked and before the first invoice is issued, when a shipment is created and booked, before a pay link or a pay portal session is issued, and again across all of our records as the lists change.
What happens on a potential match
A potential match places the party on hold: no quote is accepted, no shipment is booked and no payment is taken until our Compliance Officer has reviewed it. A match that is confirmed or cannot be resolved is refused, the party is blocked in our systems, carriers are instructed not to pick up, and any shipment already in transit is stopped and held as the law requires. Property of a blocked person, including a payment already received, is not returned; it is blocked and reported to OFAC as the regulations require.
Countries and territories we do not serve
We do not quote, book, route, pay for or invoice any shipment or service that originates in, is destined to, transits, or benefits a person in Cuba, Iran, North Korea or Syria, or in the Crimea, Donetsk or Luhansk regions of Ukraine, and we do not serve customers located in, organized in, or owned or controlled from those places. Every stop on every order is a validated street address with a country, and an order touching one of these places is stopped before it is booked. A shipment touching Russia or Belarus is accepted only after the parties have been screened and the goods have been confirmed not to be on the Commerce Department's restricted lists.
Carriers and export filings
Every motor carrier we use is a licensed United States carrier vetted through FMCSA, Highway and RMIS. Air and ocean shipments move on scheduled airlines and ocean carriers or with licensed forwarding partners. Air export shipments are filed through the Automated Export System where required, so the destination and the parties are declared to United States Customs before departure. Under our terms, every customer warrants that no party to the transaction is on a United States denied or restricted party list and that the goods, destination, end use and end user comply with OFAC sanctions and United States export controls.
Payments
- Card and stablecoin payments are accepted only against an invoice we have issued, for the invoice amount plus the disclosed processing fee. There is no checkout for anything else, no recurring billing and no storage of cards.
- Pay links are emailed only to the billing contacts we have on record for the invoiced customer. Access to our pay portal is approved per person and per company, and sign-in is by a one-time code sent to the approved business email.
- We do not accept payment from third parties. Refunds, including the refund of an overpayment, go only to the original payment method.
Red flags
We refuse business, and may end a relationship, when a customer declines to provide identification or ownership information, asks an unrelated party to pay, proposes to pay in cash or with several cards for one invoice, overpays and asks for the difference to be refunded elsewhere, asks for a shipment to be routed through an unrelated country or to be relabelled or redocumented, or describes cargo vaguely or inconsistently with its line of business. We report fraud and suspected criminal activity to our payment providers and to law enforcement as appropriate.
Prohibited and restricted items
Flanker arranges transportation. We do not operate a warehouse, a dock, a vehicle fleet or a screening facility, and we never take physical possession of cargo. Goods are collected at the shipper by a licensed motor carrier, an airline's approved trucker, UPS or a courier, are screened for air carriage at TSA-certified facilities, and are delivered by the carrier to the consignee. Because we select the carriers and issue the shipping documents, we do not arrange the carriage of goods that are unlawful, that are dangerous without proper handling, or that fall outside what we, our carriers and our payment providers accept.
Prohibited items
The following are never accepted, and no approval can be given for them:
- Illegal drugs, controlled substances and drug paraphernalia.
- Counterfeit, pirated or stolen goods, and goods that infringe a trademark or a copyright.
- Goods whose import, export or transport is unlawful, and goods that require an export or import license, permit or authorization the shipper does not hold, including defense articles under the International Traffic in Arms Regulations and controlled dual-use items without the required Commerce Department license.
- Explosives (hazard class 1), radioactive material (class 7), infectious substances (division 6.2), and chemical, biological or nuclear weapons materials and their precursors.
- Cash, bank notes, coins, bullion, precious metals in bulk, and negotiable instruments such as bearer bonds, checks, stock certificates and deeds.
- Hazardous waste, and protected wildlife, ivory and plants without the required CITES permits.
- Any shipment for, from or to a person on a sanctions or restricted party list, or involving an embargoed jurisdiction.
- Any goods whose sale is prohibited to the merchants of our payment providers, where we would be paid for their carriage through those providers.
Restricted items
The following are accepted only with our Compliance Officer's prior written approval, under the conditions stated, and subject to the further restrictions of the carrier, the airline, the consolidator and the destination country:
- Hazardous materials and dangerous goods, including lithium batteries and items that contain them: declared in advance; classified, packaged, marked and labelled under 49 CFR Parts 171 through 180 and, by air, the IATA Dangerous Goods Regulations; accompanied by a shipper's declaration prepared by a trained person; and carried only by a carrier registered and insured for hazardous materials.
- Firearms, firearm parts and ammunition: only between parties holding the required federal licenses, by ground, with the carrier's express acceptance and the required documentation. Never by air through Flanker.
- Air guns, crossbows, knives and similar weapons: by ground only, with the carrier's acceptance.
- Tobacco and nicotine products, and alcoholic beverages: only between licensed distributors or retailers, with the carrier's acceptance and the tax documents.
- Pharmaceuticals and medical devices: only between licensed manufacturers, distributors, pharmacies or providers, with the temperature and chain-of-custody requirements agreed in writing.
- Live animals, human remains and perishables: only with a carrier equipped and approved for them and with the permits required.
- High-value cargo above USD 1,000 per kilogram or USD 100,000 per shipment, fine art and antiques, jewelry, precious metals and stones, and consumer electronics in bulk such as mobile phones, memory cards and processors: with a declared value, insurance, the carrier's security requirements and a verified consignee.
- Personal effects, household goods and vehicles: with an inventory, proof of ownership and identification of the owner.
How shipments are checked
- Every quote and every order carries a commodity description, the piece count, the weight, the dimensions, the packaging and a hazardous materials flag. General freight or merchandise without a description is not booked. For an international air shipment the shipper also signs a security certification and a shipper's letter of instruction, as our air freight terms require.
- The description of every new order is checked against the prohibited and restricted items above and against the customer's stated line of business. A match holds the order, which stays undispatched, until our Compliance Officer has reviewed it.
- Before a load is tendered, the dispatcher confirms that the description is consistent with the customer, the origin and the consignee, and that the carrier accepts the commodity.
- When an order is held, we ask the customer for the commercial invoice, the packing list, the safety data sheet, and the licenses or permits that apply, and decide within one business day. A prohibited item is refused and the order is cancelled. A restricted item is approved only in writing, for that shipment, with the conditions stated on the order, or it is refused. Approval for one shipment is not approval for the next.
- A carrier, an airline or a TSA screening facility that finds cargo different from its description refuses, holds or returns it. We do not re-describe or re-book the shipment. The customer bears the costs incurred, and a second misdeclaration ends the relationship.
